The Bureau of Investigation is committed in providing a service  that ensures the safety and quality of life throughout Kings County.  We serve anyone in need and do so with honor, integrity and respect.  We place the needs of victim's first and are committed to ensuring justice is found on their behalf.

Message from the Chief

It is my pleasure to welcome you to the Kings County District Attorney's Office Bureau of Investigation web page.  The Bureau of Investigation is the law enforcement arm of the District Attorney's Office.  It provides a wide range of policing services, tasked with suppressing crime and ensuring that all criminal cases filed in Kings County are thoroughly investigated. 

The Bureau of Investigation is the single largest investigative body within Kings County.  Our staff includes some of the most talented and experienced investigators in Kings County that are tasked with investigating a wide variety of complex criminal cases.  We provide a variety of specialized support to our law enforcement partners and work united to keep the residents of Kings County safe.

Charlie

Charlie S. Flores, Chief Investigator 

Chief Flores has over 24 years of experience in law enforcement , nineteen of which have been assigned to criminal investigation. He began his career in 2000 with the Lindsay Department of Public Safety where he was assigned to Patrol.  He was later assigned to the position of Youth Service Officer and became a member of the Tulare County Gang Task Force.  In 2003 he was hired by the Kings County Sheriff's Department where he worked Patrol before being selected as a Detective assigned to the Southern Tri County HIDTA Narcotics Task Force.  During his time at KCSO he was also assigned to the Kings County Narcotics Task Force and SWAT Team. 

Charlie was hired by the District Attorney's Office in 2007 where he gained investigative experience in homicide, sexual assault, domestic violence, fraud and officer involved shootings. Charlie has held the ranks of Investigator II, Senior Investigator, Assistant Chief and was promoted to Chief Investigator in 2021.  Chief Flores has had the opportunity to supervise every unit within the Bureau of Investigation and takes pride in the collaborative role KCDA has amongst Kings County Law Enforcement.

 

Daron Kraemer, Assistant Chief InvestigatorDaron

Assistant Chief Kraemer is a veteran law enforcement officer with over 24 years of experience. He began his career in 1999 with the Tulare County Sheriff’s Office working as a Deputy Sheriff in both the custody setting at the Bob Wiley Detention Facility and Operations Division of Headquarters Patrol. In 2003 he lateralled to the Kings County Sheriff’s Office where he was assigned to Patrol, Narcotics and SWAT, promoting to the rank of Senior Deputy Sheriff. In 2007 he began working as a Special Agent at the California Department of Justice (CA/DOJ), Bureau of Narcotic Enforcement (BNE). While at BNE he was assigned to a variety of specialized teams including a Statewide Gang Suppression Enforcement Team (GSET), the Special Investigations Unit (SIU) and the Major Narcotics and Violence Team 1 (MNVT). 

In 2011 Assistant Chief Kraemer started working at the Kings County District Attorney’s Office (KCDA). As an Investigator he was assigned to the Prison Unit, General Investigations Unit and SWAT where he heled the rank of Assistant Team Leader. In 2016 he promoted to Senior Investigator where he supervised the Prison Unit, General Investigations Unit, Violence Against Women Act (VAWA) Unit, and the KCDA Training Team until he was promoted to the rank of Assistant Chief in 2021.        

 

Nicky

Nicole Lucero, Senior Investigator

Senior Investigator Nicky Lucero is a veteran law enforcement officer with over 22 years of experience.  She began her law enforcement career with the Lemoore Police Department in 2001 where she worked patrol and later was assigned as a Youth Service Officer.  Nicky joined the Kings County District Attorney’s Office in 2006 when she was hired as an Investigator.  During her time with KCDA, Nicky has been assigned to the Prison Investigations Unit, Insurance Fraud Unit, General Investigation Unit and Sexual Assault Unit.  Nicky was promoted to the rank of Senior Investigator in 2015 and currently is assigned as the K9 unit supervisor.

During Nicky’s time with KCDA she has become an expert in sexual assault investigation and oversees all aspects of our MDIC Center. She holds a Bachelor of Science degree in Criminology and a Masters of Business Administration degree.

 

JamesJames Sizemore, Senior Investigator

James Sizemore is a Senior Investigator with over 14 years of law enforcement experience.  Prior to his service with the Kings County District Attorney’s Office, James served as a Police Officer with the City of Lemoore and the City of Hanford.  As a District Attorney Investigator, James has held assignments with Prison Investigations, the Hanford Police Department Problem Oriented Policing Team, the Kings County Community Corrections Partnership, and the Kings County Major Crimes Task Force. 

James values Family, Honesty, Hard Work, Dependability, and Resilience.  During his career, James has been recognized as Law Officer of the Year, Investigator of the Year, and he was awarded a Life Saving Medal due to his actions which were directly responsible for saving the life of a citizen.
