The Human Resources Director is appointed by the Board of Supervisors to direct the County’s employer-employee relations activity, and maintain the classification and pay, recruitment and selection, payroll processing, training, and equal employment opportunity programs. The Department is also responsible for advising managers and staff on County Personnel Rules and Memorandum of Understanding (MOU) interpretations, disciplinary matters, and various labor laws such as, the Fair Labor Standards Act (FLSA), the Americans with Disability Act (ADA), the Family Medical Leave Act (FMLA), the California Family Rights Act (CFRA) and other leave entitlements. The Department maintains the Salary Resolution and oversees employee appreciation activities, such as the Service Award presentations, Annual Achievement Awards, County Suggestion Program, and the Education Reimbursement program. Additionally, the Department provides personnel services for two independent agencies (KCAPTA, and KCAG) and receives revenue for this added workload.
Kings County employes approximately 1,689 full and part-time employees in offices located throughout the County. The central location for Kings County is Hanford, with outlying stations in Kettleman City, Avenal, Corcoran, Armona and Lemoore.
The Human Resources Office is open Monday through Thursday, 8:00 a.m. to 5:00 p.m., and Fridays 8:00 a.m. to noon (except holidays).
