Trafficking and Crime Victims Assistance Program (TCVAP)

TCVAP is a cash assistance program for non-citizen victims of crime who are in need of immediate services, and who are obtaining a legal humanitarian status or assisting in the prosecution of a crime. This includes victims of human trafficking who have not yet been certified by the Office of Refugee Resettlement (ORR), victims of domestic violence, and other serious crimes.

Non-citizen victims of crime and their eligible family members in the TCVAP are eligible for benefits and services to the same extent as refugees. Individuals applying must meet income and resource requirements.

How to apply for TCVAP:

  • Online: Go to BenefitsCal.org
  • In Person: Visit one of the Kings County Department of Human Services offices located in Hanford, Corcoran, or Avenal. Our offices are open Monday to Thursday from 8:00 a.m. to 5:00 p.m. and on Fridays from 8:00 a.m. to 12:00 p.m.
  • By Mail: Send your application to Kings County Human Services Agency, 1400 Lacey Blvd, Bldg 8, Hanford, CA 93230.
  • By Fax: Fax your application to 1-559-585-0346
