 Behavioral Health Advisory Board

Purpose and Objectives

The purpose of this Board is to study the needs in order to provide leadership and advice to the Kings County Board of Supervisors and to the community regarding the alcohol, drug, and mental health issues in the county through positive communication to bring about change.
(1) Review and evaluate the community's mental health, prevention, intervention and treatment services, facilities, and related special problems.

(2) Review proposed County agreements for mental health and alcohol and other drug (“AOD”) services. 

(3) Advise the Board of Supervisors, the local Behavioral Health Director and AOD Program Administrator (“Administrator”) as to any aspect of the local mental health and AOD programs. 

(4) Review and approve the procedures used to ensure citizen and professional involvement at all stages of the planning process.

(5) Submit an annual report to the Board of Supervisors on the needs and performance of the County's mental health system. 

(6) Review and make recommendations to the Board of Supervisors on applications for appointment of a local director of mental health services. 

(7) Review and comment on the County's performance outcome data and communicate its findings to the Board of Supervisors and the California Mental Health Planning Council.

(8) Sponsor and/or endorse Prevention and Intervention events and activities in the community.

(9) Assess the impact of the realignment of services from the State to the County, on services delivered to clients in the local community. 

(10) Other duties as assigned or delegated by the Board of Supervisors. 

Membership Composition

The Board shall be comprised of the following thirteen (13) members:
• One (1) Board of Supervisor
• One (1) Active Member of the Law Enforcement Community
• One (1) Youth/Student Representative
• One (1) Director of Human Services
• Seven (7) Consumers or Family Members of Consumers
• Two (2) Experienced and Knowledgeable About Behavioral Health System

Applicants must meet the specific representations of the position in which the vacancy exists. Appointments for the Community At Large/Community Based Organization/AOD Programs appointment must be filled by a resident of Kings County affiliated and/or employed by any community-based organization specializing in a recovery program. Community At Large/Consumer appointment must be filled with consumers or parents, spouse, sibling, or adult children of consumers, who are receiving or have received mental health or recovery services.
