Secured property taxes are those taxes that are assessed against real property, such as; land, lots, homes, pools, offices, orchards, etc. The tax is a lien that is "secured" by the land/structure even though no document is officially recorded. This means that if the taxes remain unpaid after a period of 5 years, the property may be sold to cover the taxes owed.

Secured tax bills are mailed on or about November 1st annually and are due before December 10th and April 10th each year.  If you have not received your tax bill(s) by November 10th, please contact us at (559) 852-2479.  Please provide us with the Assessor's Parcel Number (APN or Fee Number), if possible.  Failure to receive a tax bill does not relieve the responsibility for payment, nor constitute cause for cancellation of penalty and/or cost charges if the tax bill becomes delinquent.

TAX PAYMENTS $50,000.00 AND OVER

Legislation passed in 1997 (Senate Bill 1107, Chapter 546, Statutes of 1997, effective 1/1/98) amended Section 2503.2 of the Revenue and Taxation Code to give the option to the tax collector of any city, county, or city and county to implement electronic fund transfer (EFT) for the taxpayers who meet specific criteria for payment of real property taxes.

If you have been identified as a taxpayer whose tax payments equal or exceed an aggregate payment of $50,000.00, YOU ARE LEGALLY REQUIRED to pay by EFT.

Checks will not be accepted.

Avoid Penalties

Make sure you receive bills for all property that you own.  Keep track of all parcel numbers, i.e. 018-076-700-000.  Check off the bills as you receive them, for any missing bills use the Tax Collectors Public Inquiry online to view, print, and/or make payments.  Remember: Under California Law, it is the responsibility of the taxpayer to obtain all tax bill(s) and to make timely payment.  

Make your payment online,  over the phone, or mail your property tax payments early to make sure that the envelope is postmarked on or before December 10th and April 10th.  By paying your taxes on time, you save the following penalties required by California law:

  • A 10% penalty added as of 5:00 p.m. on December 10th
  • A 10% penalty and $20.00 cost added as of 5:00 p.m. on April 10th. 
  • At the end of the fiscal year (June 30th), a $30.00 redemption fee and a 1.5% per month (18% per annum) penalty is added on the unpaid tax amount.  If a "prior year delinquent taxes" message appears on your tax bill, you may have unpaid taxes for prior years.  Substantial savings in penalties can be achieved by paying any prior year back taxes or by initiating a five-year installment plan of redemption.

Tax Bill Amounts

Tax amounts are determined by the tax rates and values.  Tax rates are set by the Board of Supervisors and are calculated in accordance with Article 13(a) of the Constitution of the State of California, and presented in percentage of value.  

Taxes are levied on property as it exists on January 1st at 12:01 a.m. annually.  Improvement valuations on the bill cover buildings, pools, fixtures, etc.

How do I find out if I am entitled to a homeowner's exemption?

Information regarding homeowner's and other exemptions can be obtained by calling the office of the Kings County Assessor at (559) 852-2486.

 

What additional tax assistance programs are offered by the State?

The State of California administers programs that provide property tax assistance and postponement of property taxes to qualified homeowners and renters who are 62 or older, blind, or disabled.  For information on the State's Homeowner or Renter Assistance Program, call the Franchise Tax Board at (800) 852-5711.  For information on the Property Tax Postponement Program, call the State Controller at (800) 952-5661.

Change of Address Request

The secured bills are mailed out to the last known address.  Initially, the addresses in our system come from the recorded deed at the time of ownership change.  In order to ensure you receive your property tax bill, you may need to update your address with the Assessor's office by calling (559) 852-2486.  They will require a signature from the owner in order to update the address.  You may also print and complete the form by clicking here.  Address changes should be mailed to the Kings County Assessor's office, 1400 W. Lacey Blvd., Hanford, CA 93230.
