CONSENT CALENDAR A.Agricultural Department: 1.Consider approving the Agreement with the California Crop Improvement Association for the County’s assistance with the seed certification program effective July 1, 2024 through June 30, 2025. B.Behavioral Health Department: 1.Consider approving the first amendment to the Agreement with California Mental Health Services Authority regarding the Peer Support Specialist Certification Program effective upon execution through March 31, 2025. 2.Consider approving the Agreement with The Source LGBT+ Center for LGBT+ trainings and support group services effective July 1, 2024 through June 30, 2026. C.Human Services Agency: 1.Consider approving the first amendment to the Agreement with Jump Technology LLC. for the Leaps software system to increase the contract budget for software system enhancements effective May 1, 2024 through March 31, 2026. 2.Consider approving the Human Services Agency’s five-year System Improvement Plan for the period of July 1, 2021 through June 30, 2026, which includes activities and strategies associated with improving outcomes within the California Work Opportunity and Responsibility to Kids program and the California Outcomes and Accountability Review. D.Public Health Department: 1.a.Consider approving the budget adjustment for the Department of Public Health for additional grant funding from the California Department of Public Health Tuberculosis Control Branch Real-time allotment; b.Adopt the budget change. (4/5 vote required) 2.Consider approving the amendment to the Kings County Homelessness Collaborative Bylaws to clarify the process of filling vacancies, attendance at regular meetings, regular meeting cancelation procedures, and the preparation of the meeting agendas. 3.Consider adopting a Resolution authorizing the Director of Public Health to apply for and submit all necessary documents for the Department of Resources Recycling and Recovery Local Enforcement Agency Grant application. E.Public Works Department: 1.a.Consider declaring three outfitted patrol cars as surplus; b.Authorize the sale of three surplus outfitted patrol cars to the City of Corcoran. 2.a.Consider awarding the purchase of the Heated Patch Truck to Municipal Maintenance Equipment; b.Adopt the budget change. REGULAR CALENDAR A.Human Resources Department – Carolyn Leist/Melissa Avalos 1.Consider authorizing the Human Resources Director and designated staff to sign the successor Agreement with the Firefighters’ Association for a term beginning July 1, 2023 and ending June 30, 2025. B.Public Health Department – Rose Mary Rahn/Heather Silva 1.a.Consider approving the grant Agreement with the California Department of Public Health for implementation of the Human Immunodeficiency Virus Care Program retroactively effective from April 1, 2024 through March 31, 2029; b.Adopt the budget change. (4/5 vote required) C.Public Works Department – Dominic Tyburski/Mitchel Cabrera 1.Consider approving the Agreement with Provost & Pritchard Engineering Group, Incorporated, doing business as Provost & Pritchard Consulting Group, for the performance of services as County Surveyor effective upon execution for a term of up to three years with the ability to extend by one year up to two times, for a maximum contract length of five years total, following public contracting codes. D.Administration – Kyria Martinez/Sarah Poots 1.a.Consider adopting a Resolution proclaiming May 5 – May 11, 2024 as Public Service Recognition Week and declaring the Kings County Annual Employee Recognition Barbecue as a Tobacco-Free event; b.Authorize the Chairman to sign letters of thanks on behalf of the Board to California Public Finance Authority, Kings Federal Credit Union, Central Valley Meat Company, and other organizations for their contributions during the event. 2.Consider approving the Fiscal Year 2024-25 Health Insurance renewal rate that includes the following: a 13.35% increase and a continuation of the annual Wellness Program that currently includes a $50 incentive to be paid to eligible employees and their dependents who participate in the blood draw.
