CONSENT CALENDAR A.Agriculture Department: 1.Consider approving the Cooperative Agreement with the California Department of Food and Agriculture for the County’s European Grapevine Moth Detection Program retroactively effective from January 1, 2023 through December 31, 2023. B.Community Development Agency: 1.Consider adopting an updated Resolution authorizing the Community Development Director or Deputy Director – Planning to act on behalf of the County in all matters pertaining to the application and signing the grant agreement. C.District Attorney’s Office: 1.a.Consider authorizing the District Attorney’s Office to submit and sign the grant application for the performance period of January 1, 2024 through December 31, 2024 for the Violence Against Women Vertical Prosecution Program; b.Approve the Grant Subaward Certificate of Assurance of Compliance for the Violence Against Women Vertical Prosecution Program. D.Probation Department: 1.Consider approving the Agreement with Kings View to continue providing substance use and mental health treatment services to probation youth for a term retroactively effective from July 1, 2023 to June 30, 2024. 2.Consider approving the 1st Amended Agreement between the Superior Court of California and the County of Kings to continue providing pretrial services in Kings County retroactively effective from July 1, 2022 to June 30, 2023. E.Public Works Department: 1.a.Consider authorizing the Public Works Director to submit an application for the Clean Green Yard Machines Commercial Voucher Program annually; b.Authorize the Public Works director to submit the Commercial Voucher Authority annually; c.Adopt the budget change. F.Sheriff’s Office: 1.Consider approving the Agreement with Justice Benefits, Incorporated to provide professional services in maximizing federal reimbursement for the State Criminal Alien Assistance Program. G.Administration: 1.Consider authorizing the Chairman to sign a letter of opposition for Assembly Bill 985 (Arambula) - San Joaquin Valley Unified Air Pollution Control District: emission reduction credit system retroactively to June 27, 2023. B.Elections Department – Lupe Villa 1.a.Consider adopting a Resolution opting out of Assembly Bill 1416; b.Authorize the Registrar of Voters to not print the list of supporters and opponents of local measures on Kings County ballots for all future elections. 2.a.Consider approving the one-year Agreement with Pro Document Solutions Inc., ada Pro Vote Solutions, Inc. for ballot printing, mail, and election services; b.Authorize the Registrar of Voters to extend the contract for the optional three one-year extensions, if warranted. C.Human Services Agency – Wendy Osikafo/Christopher Narez 1.a.Consider authorizing the acceptance of the Homeless Housing, Assistance, and Prevention Program Grant; b.Approve the Standard Agreement with the State of California Business, Consumer Services, and Housing Agency for the Homeless Housing, Assistance, and Prevention Program grant; c.Designate and authorize the Human Services Agency Director as the signature authority for the Standard Agreement, exhibits, funding acceptance form, and reports as required by the California Interagency Council on Homelessness. 2.Consider approving the Standard Agreement with Department of Housing and Community Development for the Transitional Housing Program and Housing Navigation and Maintenance Program Allocations.
