Pursuant to AB 361, and as advised by local Health Officials, the Kings County Board of Supervisors, County staff and interested members of the public may attend the meeting in person. Consider approving the License Agreement with the Judicial Council of California commencing February 1, 2022. B. County Counsel: 1. Consider adopting a Resolution making the findings required by AB 361 to continue meeting under its abbreviated teleconferencing provisions. C. Human Resources Department: 1. Consider appointing Mike Cosenza to the Personnel Appeals Board for the current two-year term expiring on November 30, 2023 to serve as the primary Employee Member for Unrepresented Management. D. Human Services Agency: 1. Consider approving the Agreement with the Central California Food Bank to provide Medi-Cal outreach and assistance for the Medi-Cal Health Enrollment Navigators Project retroactively effective December 1, 2021 to June 30, 2022. E. Public Health Department: 1. a. Consider approving an Amended Grant Agreement for the Immune Deficiency Grant; and b. Adopt the budget change. (4/5 vote required) F. Public Works Department: 1. Consider approving the Notice of Completion for the Senate Bill-1 Funded Kings County Roadway Improvement Project to provide notice to interested parties that the work has been completed. V. Consider approving the Consultant Services Agreement with Peters Engineering Group, Inc. to prepare Plans, Specifications, and Estimate package for the County roadway improvements; and b. Authorize the Public Works Director to sign the Agreement. 3. a. Consider approving the Agreement with DKJ Architects, Inc. to prepare Plans, Specifications, and Estimate package for the Kings County, Fire Station No. 5 – Partial Remodel; and b. Authorize the Public Works Director to sign the Agreement. C. Administration – Edward Hill/Kyria Martinez 1. a. Consider authorizing the County Administrative Officer to sign the Agreement with the Mojave Water Agency, upon approval of their Board on January 13, 2022 facilitating the transfer of water to Kings County; and b. Authorize the County Administrative Officer to sign the Agreement with the California Department of Water Resources facilitating the transfer of water from the Mojave Water Agency. D. Public Health Department – Darcy Pickens/Heather Silva 1. Consider approving Amendment I to the Professional Services Agreement with AM LLC for continued COVID-19 communications assistance. 2. Receive an update on the local emergency in Kings County due to the imminent and proximate threat of exposure of COVID-19 on the residents of the County of Kings and take action as deemed necessary.
