Pursuant to the Executive Orders, and as advised by local Health Officials, the Kings County Board of Supervisors, County staff and interested members of the public may attend the meeting in person. The meeting can also be attended telephonically or by the Internet by sending an email to bosquestions@co.kings.ca.us on the morning of the meeting for an automated email response with the WebEx meeting information. Approval of the minutes from the September 28, 2021 regular meeting. IV. CONSENT CALENDAR A. County Counsel: 1. Consider appointing Dick VanderHam, R. Patrick McCarthy, Chris McCarthy, and Carlo Wilcox to four-year terms as Directors of the Angiola Water District to qualify, take office, and serve as if elected at a general District election. 2. Consider appointing Michael Nordstrom, R. Patrick McCarthy, and Ted Page to four-year terms as Directors of the Green Valley Water District to qualify, take office, and serve as if elected at a general District election. B. Human Services Agency: 1. Consider approving the Agreement with Aspiranet Incorporated for Transitional Housing Program Plus services, retroactively effective from July 1, 2021 to June 30, 2024. C. Public Health Department: 1. a. Consider authorizing the Public Health Director or Assistant Public Health Director to accept the California Department of Public Health Equitable Response Initiative funding allocation in the amount of $421,620 for the purpose of helping support an equitable COVID-19 response; b. Authorize the Public Health Director or Assistant Public Health Director to sign any associated invoices and revisions to the initial work and spend plan; c. Add 1.0 Full-Time Equivalent Program Manager in Budget Unit 419600; and d. Adopt the budget change. (4/5 vote required) 2. a. Consider authorizing the Public Health Director or Assistant Public Health Director to accept the California Department of Public Health Crisis Response and Workforce Development funding allocation in the amount of $643,130 for the purpose of COVID-19 workforce expansion; b. Authorize the Public Health Director or Assistant Public Health Director to sign any associated invoices and revisions to the initial work and spend plan; and c. Adopt the budget change. (4/5 vote required) 3. a. Consider approving the amendment to the Agreement with Kings United Way for Adverse Childhood Experiences Aware program services to increase the budget; b. Consider approving the amendment to the Agreement with Kings Partnership for Prevention for Adverse Childhood Experiences Aware program services to increase the budget; and c. Consider approving the Standard Agreement with California Department of Corrections and Rehabilitation for the County’s Senate Bill 81 Round Two Juvenile Center Remodel Project; and b.
