Pursuant to the Executive Orders, and as advised by local Health Officials, the Kings County Board of Supervisors, County staff and interested members of the public may attend the meeting in person. The meeting can also be attended telephonically or by the Internet by sending an email to bosquestions@co.kings.ca.us on the morning of the meeting for an automated email response with the WebEx meeting information. Members of the public who wish to only observe the meeting virtually can do so via the worldwide web at: https://youtu.be/KZ465mDFFYQ or go to www.countyofkings.com and click on the “Join Meeting” link. Members of the public who wish to comment may submit written comments on any matter within the Board’s subject matter jurisdiction, regardless of whether it is on the agenda for the Board’s consideration or action, and those comments will become part of the administrative record of the meeting. Approval of the minutes from the September 21, 2021 regular meeting. C. Approval of the minutes from the September 21, 2021 special meeting. IV. CONSENT CALENDAR A. Behavioral Health Department: 1. a. Consider approving an Agreement with the California Mental Health Services Authority for the Statewide Prevention and Early Intervention program, retroactively effective from July 1, 2021 to June 30, 2022; and b. Adopt a Resolution authorizing the Director of Behavioral Health to sign the Agreement and any amendments with the California Mental Health Services Authority for the Statewide Prevention and Early Intervention program. B. Human Services Agency: 1. a. Consider approving an Agreement with the Business, Consumer Services, and Housing Agency for Homeless Housing, Assistance, and Prevention Program Round 2 funding; and b. Authorize the Human Services Agency Director, or their designee, to sign the Agreement and necessary grant documents. 2. Consider adopting a Resolution authorizing the application for the Permanent Local Housing Allocation Program (Program) with the California Department of Housing and Community Development and authorizing the Human Services Agency Director to execute the application, Standard Agreement and subsequent amendments, and any other document related to the Program. C. Information Technology Department: 1. Consider authorizing the Purchasing Manager to sign the purchase order(s) with CDW Government, LLC in order to purchase replacement network hardware and licensing for end of life network equipment. D. Probation Department: 1. Consider approving an Agreement with The Counseling and Psychotherapy Center, Inc. to provide treatment services for sex offenders within Kings County, retroactively effective from July 1, 2020 through June 30, 2022. E. Public Health Department: 1. a. Consider authorizing the Assistant Director of Public Health to submit an amendment to Standard Agreement 19-10154 for Women, Infant and Children grant funds to the California Department of Public Health; b. Authorize the Assistant Director of Public Health to sign any subsequent documents related to Standard Agreement 19-10154 for Women, Infant and Children grant funds with the California Department of Public Health; and c. Adopt the budget change. (4/5 vote required) 2. a. Consider approving the first amendment to Purchasing Services Agreement Number 004-2022 with Valley Voices for COVID-19 case investigation and prevention services extending the term to June 30, 2022; and b. Authorize the Assistant Director of Public Health to amend the Agreement as necessary for program implementation without requiring further Board approval, so long as necessary amendments are immaterial. F. Public Works Department: 1. a. Consider authorizing the Fleet Superintendent to sell Human Services Agency’s vehicles to County departments using Kelley Blue Book’s value for the vehicle cost; and b. Adopt the Budget Change. (4/5 vote required) V. REGULAR AGENDA ITEMS A. County Counsel – Diane Freeman 1. Consider issuing the decision that Kings View’s protest lacks merit, and Behavioral Health’s recommendation to award Request for Proposal 2021-72 to Mental Health Systems, Inc. was reached in a fair and reasonable manner and, therefore, will not be overturned by the Board. 2. a. Consider receiving information regarding Assembly Bill 361; and b. Provide direction, as desired, regarding continuing to hold meetings via teleconference. B. Human Resources Department – Henie Ring 1. a. Consider adopting the Salary Resolution which reflects recommended and previously authorized classification, salary, benefit changes and the adjustment of salary bands for County Officials; and b. Approve a 4% cost-of-living increase for unrepresented management effective September 20, 2021 pay period 20-2021; and c. Approve various cost-of-living increases for appointed department heads based on salary band adjustments effective September 20, 2021 pay period 20-2021; and d. Approve a one-time lump sum in the amount of $500 to all unrepresented management; and e. Discuss and direct staff regarding a cost-of-living increase and a one-time lump sum in the amount of $500 for the elected officials of Assessor, District Attorney and Sheriff. C. Administration – Edward Hill 1. a. Consider appointing a Primary Director to the California State Association of Counties Board of Directors; and b. Appoint an Alternate Director to the California State Association of Counties Board of Directors. D. Public Health Department – Darcy Pickens/Heather Silva 1. Receive an update on the local emergency in Kings County due to the imminent and proximate threat of exposure of COVID-19 on the residents of the County of Kings and take action as deemed necessary.
