Lacey Boulevard, Hanford, California 93230 (559) 852-2362 FAX (559) 585-8047 website: https://www.countyofkings.com COUNTY OF KINGS PUBLIC MEETING PROTOCOL IN RESPONSE TO CORONAVIRUS COVID-19 California Governor Gavin Newsom issued Executive Orders N-25-20 and N-29-20 on March 12, 2020 and March 17, 2020, respectively, relating to the convening of public agency meetings in light of the COVID-19 pandemic.  On December 3, 2020, the State announced a regional Stay-at-Home order to slow the spread of COVID-19. In response to the State’s additional restrictions, and for the protection of the public’s health, the Board of Supervisors will convene their public meetings via video and teleconference as detailed below, and will close its Board Chambers to the public until further notice. Pursuant to the Executive Orders, and to maintain the orderly conduct of the meeting, Kings County will allow the Board Supervisors, County staff and interested members of the public to attend the meeting telephonically or by the Internet, and to participate in the meeting to the same extent as if they were present in the Board’s Chambers.  Members of the public who wish to observe the meeting virtually can do so via the worldwide web at: https://youtu.be/Vnim05gl6j4 or go to www.countyofkings.com and click on the “Join Meeting” link. Consider approving the Agreement for internship and field experience with Brandman University from March 16, 2021 through June 30, 2023. 2. Approve the Amendment to the Green Galaxy Builders, Incorporated Agreement for the Kings Triangle Courtyard for Project Homekey regarding the specification of units. C. Public Works Department: 1. a. Consider adopting a Resolution stating there are no unmet transit needs in Kings County; and b. Authorizing the Public Works Director to sign the claim form. V. REGULAR AGENDA ITEMS A. Human Services Agency – Sanja Bugay/Antionette Gonzales 1. a. Consider approving the Use Agreement between the County and Stardust Kings Tulare Homeless Alliance Limited Liability Company to allow the County the right to use all of the available rooms at 8595 Lacey Boulevard in Hanford, California to house eligible Homekey clients through project Phase II for up to five years; and b. Authorizing the Property Transfer Agreement between the County, Stardust Kings Tulare Homeless Alliance Limited Liability Company, and Kings Community Action Organization for property located at 8595 Lacey Boulevard in Hanford, California; and c. Adopting an amended Resolution to increase the amount of capitalized operating subsidies from $300,000 to $504,000. B. Information Technology – John Devlin 1. a. Consider approving purchase of the enhanced email system and cloud security for increased storage for the Human Services Agency; and b. Adopting the budget change. (4/5 vote required) C. Consider authorizing the Chairman of the Board to sign a letter of opposition for the proposed changes in the Metropolitan Statistical Area for Hanford-Corcoran. E. Receive an update on the local emergency in Kings County due to the imminent and proximate threat of exposure of COVID-19 on the residents of the County of Kings and take action as deemed necessary.
