Lacey Boulevard, Hanford, California 93230 (559) 852-2362 FAX (559) 585-8047 website: https://www.countyofkings.com COUNTY OF KINGS PUBLIC MEETING PROTOCOL IN RESPONSE TO CORONAVIRUS COVID-19 California Governor Gavin Newsom issued Executive Orders N-25-20 and N-29-20 on March 12, 2020 and March 17, 2020, respectively, relating to the convening of public agency meetings in light of the COVID-19 pandemic.  On December 3, 2020, the State announced a regional Stay-at-Home order to slow the spread of COVID-19. In response to the State’s additional restrictions, and for the protection of the public’s health, the Board of Supervisors will convene their public meetings via video and teleconference as detailed below, and will close its Board Chambers to the public until further notice. Pursuant to the Executive Orders, and to maintain the orderly conduct of the meeting, Kings County will allow the Board Supervisors, County staff and interested members of the public to attend the meeting telephonically or by the Internet, and to participate in the meeting to the same extent as if they were present in the Board’s Chambers.  Members of the public who wish to observe the meeting virtually can do so via the worldwide web at: https://youtu.be/p1rMy0zPztU or go to www.countyofkings.com and click on the “Join Meeting” link. Consider approving the Memorandum of Understanding with the California Department of Food and Agriculture for the County’s Seed Law Enforcement Program for Fiscal Year 2020-2021; and b. Authorizing the Agricultural Commissioner to sign future invoices with the California Department of Food and Agriculture for reimbursement of costs associated with the County’s Seed Law Enforcement Program for Fiscal Year 2020-2021. B. Behavioral Health Department: 1. Consider approving the Service Agreement with Kings Community Action Organization for mental health services for domestic violence survivors retroactively from July 1, 2020 through June 30, 2022. 2. Consider approving the Service Agreement with Kings United Way to provide mental health services via the 2-1-1 system for crisis support, referrals, and housing resources coordination in Kings County retroactively for Fiscal Years 2020-2021 and 2021-2022. 3. a. Consider approving the Agreement with the Department of Health Care Services for Substance Use Disorder Services retroactively from July 1, 2020 through June 30, 2023; and b. Approving a Resolution authorizing the Director of Behavioral Health to sign the Agreement and any addendums retroactively from July 1, 2020 through June 30, 2023. C. Human Services Agency: 1. Consider authorizing the Chairman to sign the second amendment Agreement with Aspiranet for Adoption Promotion and Support Services retroactively from January 1, 2020 to September 30, 2020. 2. Consider authorizing the Chairman to sign the third amendment Agreement with Aspiranet for the Adoption Promotion and Support Services retroactively from October 1, 2020 to September 30, 2021. 3. Consider approving the Agreement with the Kings County Office of Education to provide outreach and assistance for the Medi-Cal Health Enrollment Navigators Project retroactively from December 1, 2020 to December 31, 2021. 4. Consider authorizing the Chairman to sign the amended Agreement with Champions Recovery Alternative Programs, Incorporated for parenting education services retroactively from September 1, 2020 to August 31, 2021. D. Public Health Department: 1. a. Consider approving the Children’s Medical Services Plan and Budget retroactively for Fiscal Year 2020-2021; and b. Authorizing the Director of Public Health to sign the Children’s Medical Services Plan and Budget retroactively for Fiscal Year 2020-2021. E. Sheriff’s Office: 1. a. Consider authorizing the Sheriff's Office to allow the Deputy Sheriffs’ Association to purchase Taylor Lopes’ service handgun; and b. Approving the purchase of a Glock model 22, .40 caliber handgun, as replacement; and c. Adopt the budget change (4/5 vote required) 2. Consider approving a renewal Agreement with Hewitson Farms, successor in interest to Chevron U.S.A., Inc. retroactively from November 23, 2020 through November 23, 2025. 3.
