The County of Kings hereby provides notice that it will convene its regularly scheduled public meetings of the Board of Supervisors by video and teleconference going forward, and will close its Board Chambers to the public generally, except as described below, until further notice. Pursuant to the Executive Orders, and to maintain the orderly conduct of the meeting, Kings County will allow the Board Supervisors, County staff and interested members of the public to attend the meeting telephonically or by the Internet, and to participate in the meeting to the same extent as if they were present in the Board’s Chambers. Only those members of the public who cannot participate virtually, due to a need for a special accommodation (vision, hearing, etc.), may attend the meeting in the Board Chambers. A maximum of 10 individuals will be allowed in the Chambers at a time. To secure the accommodation consistent with the American’s with Disabilities Act and to attend in person, interested parties will need to contact the Clerk of the Board of Supervisors as directed below no later than 8:30 a.m. the morning of the meeting. Conducting a public hearing to receive testimony on the Development Impact Fees including construction schedule of public facilities related to the collection of Development Impact Fees, the proposed adjustments to the Development Impact Fees; and b. Adopting a resolution which includes a construction schedule (Exhibit A) for public facilities as detailed within Ordinance No. 633 establishing Development Impact Fees in Kings County; and c Selecting one of the following options in regards to adjusting the development impact fees: 1) Adjust the Development Impact Fee amounts based on the percentage change in the Engineering News-Record Construction Cost Index, (a 3.58% increase) having the new fees become effective November 13, 2020. 2) Adjust the development impact fee amounts based on a percentage determined by the Board. 3) Adopt no fee increase – impact fees will remain at March 2019 levels. V. 2:00 PM PUBLIC HEARING A. Administration – Rebecca Campbell/Kyria Martinez 1. Consider: a. Holding a public hearing to receive testimony regarding a realignment fund transfer; b. Finding that a transfer of realignment funds is the most cost-effective use of available resources to maximize client outcomes; and c. Approving the transfer of a total of 5% of realignment revenues deposited into the Behavioral Health Realignment Trust funds to be directed to the Social Services Trust account for Fiscal Year 2020-2021. Consider adopting a Resolution declaring the month of September as Suicide Prevention Month in Kings County. 2. Consider retroactively approving an Agreement with Jackie Jones-Siegenthaler for Family Support Group Services from July 1, 2019 through June 30, 2021. 3. Consider retroactively approving an Agreement with Mario Lopez to provide Veterans Support Group services from July 1, 2019 through June 30, 2021. 4. Consider approving an Agreement with Kings County Commission on Aging to provide Senior Access for Engagement Program Services from July 1, 2020 through June 30, 2023. C. Child Support Services: Consider approving the First Amendment to Lease Agreement No. 250 to extend the lease term for the building located at 312 W. 7th St. Ste. 201, Hanford, CA 93230 for a term commencing February 1, 2021 to January 31, 2026. D. County Counsel: Consider adopting a Resolution authorizing the Hanford Elementary School District to issue and sell bonds directly pursuant to Section 15140(b) of the Education Code. E. Human Resources: Consider approving the revised job specification for the Director of Public Works with no change in salary. F. Human Services Agency: Consider retroactively approving an Agreement with the Kings County Commission on Aging to provide information and assistance with applications and annual redetermination process, completion, and collection of the eligibility paperwork to the CalFresh and Medi-Cal Programs from July 1, 2020 to June 30, 2021. G. Public Works: 1. Consider accepting the dedication for In-Lieu Parcel Map 19-12 (Richard Martella, Nicklus Martella, and Anna Marie Martella) into the County Maintained Mileage. 2. Consider approving the Plans and Specifications, and authorize the Office of Education to make improvements at 1144 W. Lacey Blvd., the Office of Education headquarters. H. Sheriff’s Office: 1. Consider: a. Authorizing the Sheriff's Office to allow the Detentions Deputy Association to purchase Kimberly Pedreiro’s service handgun; and b. Approving the purchase of a Glock model 23, .40 caliber handgun, as replacement; and c. Approving the budget change. (4/5 vote required) 2. Consider accepting the report on Prison Inmate Welfare Fund for FY 2018-2019 and FY 2019-2020. I. Administration: Consider approving an Agreement retroactively with the Kings County Commission on Aging to provide a General Fund contribution for senior programs within the County at an amount not to exceed $80,000 for Fiscal Year 2020-2021. IV. REGULAR ITEMS A. Elections – Lupe Villa 1. Consider approving the First Amendment to the Dominion Voting System and Services Agreement between Kings County and Dominion Voting Systems, Inc. 2. Consider approving the Registration Agreement with Runbeck Election Services, NCC Group Escrow Associates, LLC and the California Secretary of State to provide the escrow protection for the Election Management System. 3. Consider: a. Approving the Help America Vote Act Federal funding provided by the California Secretary of State under agreement 20G26116 in the amount of $209,180; and b. Approving the budget change. (4/5 vote required) B. Information Technology – John Devlin Consider approving an Agreement with Megabyte Systems, Inc. for the County’s Property Assessment and Tax System. C. Public Works Department – Kevin McAlister 1. Consider: a. Authorizing County support for the proposed bridge loan from Tulare County to the Lower Tule River Irrigation District; and b. Approving the letter memorandum agreeing that the proposed bridge loan negotiated by the Lower Tule River Irrigation District with Tulare County is an action necessary for the completion of the Success Reservoir Enlargement Project. D. Assessor’s Office – Kristine Lee Consider approving a Master Agreement and Statement of Work with Ricoh USA, Inc. to have property files scanned and indexed in the Assessor’s Office. E. Health Department – Edward Hill/Nancy Gerking 1. Consider: a. Approving the work and spending plans required for the Healthcare Enactment Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) Enhancing Detection Emerging Issues Project; and b. Authorizing the Director of Public Health to amend, extend or renew the work and/spending plans and sign any invoices pertaining to such. 2. Consider: a. Approving the Supplemental Funds Agreement with the California Department of Public Health, Office of AIDS to provide Acquired Immunodeficiency Syndrome clients with care and support services to prevent spread of coronavirus in Kings County; and b.
