The County of Kings hereby provides notice that it will convene its regularly scheduled public meetings of the Board of Supervisors by video and teleconference going forward, and will close its Board Chambers to the public generally, except as described below, until further notice. Pursuant to the Executive Orders, and to maintain the orderly conduct of the meeting, Kings County will allow the Board Supervisors, County staff and interested members of the public to attend the meeting telephonically or by the Internet, and to participate in the meeting to the same extent as if they were present in the Board’s Chambers. Only those members of the public who cannot participate virtually, due to a need for a special accommodation (vision, hearing, etc.), may attend the meeting in the Board Chambers. A maximum of 10 individuals will be allowed in the Chambers at a time. To secure the accommodation consistent with the American’s with Disabilities Act and to attend in person, interested parties will need to contact the Clerk of the Board of Supervisors as directed below no later than 8:30 a.m. the morning of the meeting. Department of Finance: Consider adopting a Resolution establishing property tax rates within Kings County for Fiscal Year 2020-2021. B. Human Services Agency: 1. Consider approving the Agreement with the Kings Community Action Organization for childcare services related to the California Work Opportunity and Responsibility to Kids and Bridge Programs for Fiscal Year 2020-2021 and Fiscal Year 2021-2022. 2. Consider approving the fourth amendment to Agreement with Champions Recovery Alternative Program to reallocate line item funds within the agreement budget, effective November 1, 2019 to December 31, 2020. C. Job Training Office: Consider approving the contract between the County of Kings-Job Training Office, and Teter Architects & Engineers for an American’s with Disability Act inspection so that state partner organizations can enter into a new sublease for office space in the Kings County One-Stop Job Training Center. D. Public Works Department: 1. Consider approving the purchase of a Road Shredder from Kuckenbecker Tractor Company. 2. Consider retroactively approving the Fifth Amendment to the Joint Use Agreement with Burris Park Foundation to address custodial duties as they relate to the increasing use of the park and facilities by the Foundation and the Kings County Office of Education for their outdoor education program. V. STUDY SESSION A. Agricultural Department – Jimmy Hook Information Only – Release of the 2019 Agricultural Crop Report for Kings County. VI. REGULAR AGENDA ITEMS A. Department of Finance – Jim Erb 1. Consider adopting a Resolution authorizing the Director of Finance to provide short-term cash flow loans from the County Treasury Pool to Treasury Pool members, not to exceed 70% of the agency’s Fiscal Year 2020-2021 property tax apportionment, and lend in aggregate no more than 15% for the County Treasury Pool, as authorized by the California Constitution. 2. Consider: a. Adopting a Resolution giving the Director of Finance, County Treasurer, the authority to make transfers to the General fund of up to $28,400,000 (70% of the Fiscal Year 2020-2021 budgeted secured property tax revenue) for cash flow purposes. Repayment will be made from the General Fund's property tax allocation before the end of the Fiscal Year 2020-2021; and b. Instructing the Director of Finance to bring a similar request forward on an annual basis, if needed. The report will include the month-end for cash balances for the preceding fiscal year. B. District Attorney’s Office – Keith Fagundes/Phil Esbenshade 1. Consider: a. Approve the immediate purchase of a Mass Victim Casualty Mobile Command Center Trailer and Truck from the Victim of Crime Act 2019-2020; and b. Adopting the budget change. (4/5 vote required) C. Public Works Department – Kevin McAlister Sheriff’s Office – David Robinson 1. Consider: a. Awarding the construction contract for the Operations Building for the Kings County Sheriff’s Office Site Bid Package to D.H. Williams Construction, Inc. in the amount of $581,000; and b. Awarding the construction contract for the Operations Building for the Kings County Sheriff’s Office Modular Building Bid Package to JTS Modular, Inc. in the amount of $6,374,000; and c. Adopting the budget change. (4/5 vote required) D. Public Health Department – Ed Hill/Nancy Gerking Consider authorizing the Director of Public Health to sign the partner agreement with Central Valley Community Foundation. E. Administration - Rebecca Campbell Department of Public Health - Edward Hill 1. a. Receive an update on the local emergency in Kings County due to the imminent and proximate threat of exposure of COVID-19 on the residents of the County of Kings and take action as deemed necessary; and b. Receive an update on the State’s roadmap for modifying the statewide order and take action as necessary. F. Administration - Rebecca Campbell 1. Consider: a. Approving the COVID-19 allocation plan for the remainder of Coronavirus Relief Funds that the County of Kings has been allocated by the State of California pursuant to paragraph (2) or (3) of subdivision (d) of control section 11.90 of the Budget Act of 2020; and b. Adopting the budget change. (4/5 vote required) 2. Consider confirming the appointment of William Lynch to the position of Interim Fire Chief effective August 25, 2020 and set the compensation. VII. Approving the submission of a Clean Water States Revolving Fund grant application for $500,000 in funding from the State Water Resources Control Board; and c. Adopting a Resolution, which: 1) Authorizes the submission of the grant application for the Lemoore Mobile Home Park Wastewater Project; and 2) Authorizes the Community Development Director or the Deputy Director-Planning to act on behalf of the County in all matters pertaining to the application and signing the grant agreement upon a successful award.
